The population is composed of individuals who access publicly funded home care services. These services range from short-term such as a single service in response to a specific event (e.g., nursing care following a stay in an acute care hospital) to long-term needs for support from a range of health providers to remain living in a community setting.

Information about pay rate, job classification, maternity leave, leave of absence (including dates), biweekly payroll (pay periods, statutory holidays), and the number of hours paid to home care employees is collected. Information is collected about home care clients. This information includes registration and termination dates, service plan codes, hours in the program (from the years 1989 to 2014), program type, program table, and reason for program termination. Information is also collected about home care appropriations site groups, regional health authorities, health units, and the region and case coordinators.
